The definition of the flat car is rather self-explanatory, the railroad flat has a basic design consisting of a flat, horizontal surface (deck) that's usually equipped with standard two two-axle trucks to transport any type of cargo that was able to hold up under any weather condition throughout the trip.
The basic flat car can haul anything from farm equipment and containers to industrial parts and even rails. The railroad flat car is flexible in use, which makes it a desirable railway car. As a result of its extended use, the general shape and design of the railway flat car didn't change for more than a century.
